India’s inability to provide any evidence linking Pakistan to the Kashmir attack on 22 April that killed 26 people—mainly Indian tourists—has left New Delhi vulnerable to claims that it could be trying to use the shooting for political gain.

Syed Muhammad Ali, a security analyst in Pakistan, told The New York Times after the attack that it seemed New Delhi was using the attack to improve its relationship with Washington and warned that India’s response could be “bigger in scale than February 2019,” when its military carried airstrikes across the border after a “militant” attack killed 40 Indian paramilitary troops in the region.

The dramatic escalation in tension between the two nuclear powers ended years of relative calm in the disputed region that is claimed by both countries. There is concern that this attack could open both countries to reprisal attacks and risk a larger war, which would not be unprecedented.

The Times reported that some current and former officials accused the Indian government of staging the attack and “blaming Pakistan without proof.”

These officials noted that U.S. Vice President JD Vance was visiting the country during the attack.

Shashank Joshi, the defense editor at The Economist, wrote that he believes there is a high likelihood that India will take military action “in the days or weeks ahead.”

He wrote, the “Trump administration has offered strong support. Pakistan has a relatively weak hand. It has little diplomatic support in the West, its economy is in dire straits and it is suffering from a growing Islamist insurgency at home. Unlike in 2019, India has SCALP missiles, which would allow it to hit targets while remaining in Indian airspace.”

Khawaja Asif, the Pakistan defense minister, also claimed that the shooting was staged.

“The reaction which came from Delhi was not really surprising for us. We could make out that this whole thing was staged to create some sort of a crisis in the region, particularly for us,” he told Sky News. He continued, “I personally and our government also, in the last two days, have condemned it categorically without any reservation that terrorism in all its forms is something that should be condemned as strongly as possible.”

Seyed Mohammad Marandi, the Iranian professor, responded: “Warning! Zionists aim to push India and Pakistan into major conflict, just as they seek to escalate tensions between Iran and the US. They are genocidal monsters, serving only their own interests at the cost of millions—even billions—of lives.”
