The other 700 were killed by Israel responding to the October 7th attack. The "take no prisoners or hostages alive" is an active part of Israeli defense forces' Hannibal Directive. It is used to prevent Israel's enemies from using Israeli captives as bargaining chips in a prisoner swap.
And if Netanyahu and some of his Israeli Knesset ministers find themselves being criminally charged for committing genocide and crimes against humanity, international criminal courts do not recognize the plea of "self defense" when submitted by an occupying force.
